I suspect it is not required based on t he Washington state law

If you do rent a car, you better bring your carseat

If you are using a towncar company you can request them to bring a booster and a car seat. I do not know the laws in Washington but in NY and NJ they are mandatory. I own a limousine company which consists of towncars, SUV’s and Vans and we have car seats and boosters at the office for when customers request them. Some companies charge a little extra for them so I would ask.
